Submitting plans to OCCTO

Tensor Cloud generates your OCCTO plans for each grid area: generation-sales plans and, where you have an internally managed demand balancing group, demand procurement plans. This page explains how the plans are generated and how you review and submit them on the OCCTO screen.

Prerequisites​

Plans can only be submitted once the OCCTO API integration is configured in your workspace settings. See Introduction to balancing.

Plan types​

Tensor Cloud generates the following types of plans for OCCTO submission. Each type has its own tab on the OCCTO screen.

  • Day-ahead plans: Generated automatically from your latest forecasts and trading positions. You can submit them for the next day or for later days, and the same tab is used for 2-day-ahead plans. Generation forecasts are only produced for today and the next 14 days.
  • Weekly plans: Generated from asset capacity according to OCCTO rules. A weekly plan always starts on the Saturday of the target week.
  • Monthly plans: Long-term plans generated from asset capacity according to OCCTO requirements.
  • Yearly plans: Annual plans generated from asset capacity according to OCCTO requirements.
Regulatory compliance

Tensor Cloud generates all plans according to OCCTO rules and updates plan generation when the regulations change, so that submitted plans stay compliant.

Which assets are included​

Tensor Cloud includes or excludes assets automatically based on their status and their scheduled balancing and trading dates. The rules differ between day-ahead and long-term plans.

Day-ahead and 2-day-ahead plans​

A day-ahead or 2-day-ahead plan includes an asset on a given target date when:

  • The asset is in Operation status and has no scheduled end date, or its scheduled end date is on or after the target date.
  • The asset is in Planning status (scheduled to start in the future) and its scheduled start date is on or before the target date.

Assets in Draft status are never included. For example, an asset scheduled to start operation on April 1, 2026 is left out of the day-ahead plan for March 31 and included in the plan for April 1.

Long-term plans​

Weekly, monthly, and yearly plans only include assets that are currently in Operation status. An asset in Planning status is added to long-term plans once it moves to Operation automatically on its scheduled start date.

Submission workflow​

Tensor Cloud generates plans for all balancing groups in each grid area from confirmed trades and the latest available forecasts.

Selecting plan type and target date​

Open OCCTO under Balancing in the side navigation. The screen has one tab per plan type:

  • Day-ahead
  • Weekly
  • Monthly
  • Yearly

Select the tab for the plan type you want to submit, then choose the target date at the top of the screen. The arrows next to the date picker (or the K and J keys) move to the previous or next date. The date picker only offers valid start dates: Saturdays for weekly plans, the first day of a month for monthly plans, and January 1 for yearly plans.

Viewing plans by grid area​

The screen lists the plans by grid area, showing only the grid areas where you have registered assets. Each grid area has a Generation row for the generation-sales plan. Grid areas with an internally managed demand balancing group also have a Demand row for the demand procurement plan, which is submitted under that balancing group's code. Click a row to expand it. Each row shows:

  • Plan preview:
    • Day-ahead plans: An interactive chart of 30-minute values for the generation plan (with its upper and lower bounds), the sales plan, and the procurement plan. Use the Select view menu to switch between Overview, Sales by target, and the plan of an individual balancing group.
    • Long-term plans (weekly, monthly, yearly): A spreadsheet of the plan values.
  • Plan list: Next to the preview, the Latest plan generated by Tensor Cloud, followed by every plan already submitted for the target date. Select a past plan to show it in the preview.
  • Last submission status: A column next to each area name that shows which plans have been submitted.

When plan submission autopilot is enabled, an Autopilot chip appears above the plans, and an icon next to the grid area name marks the rows that Tensor Cloud submits automatically.

Submitting the plan​

To submit a plan to OCCTO for a grid area:

  1. Review the plan preview, then click Send on the Latest plan. A confirmation screen opens.
  2. Optionally, click Download plan to download the plan file. You can review it offline or import it into OCCTO's input tool. Nothing has been sent to OCCTO at this point.
  3. Check the plan details and the sender and submitter information, then click Send again to submit the plan to OCCTO.

Tracking submission status​

Each submitted plan in the plan list shows its progress through these stages:

  • Send: The plan has been sent to OCCTO.
  • Process: OCCTO is processing the plan.
  • Accept: OCCTO has accepted the plan.

A stage that fails is marked as an error. If OCCTO rejects the plan, the reasons are shown. Expand a submitted plan to see who submitted it and to download its file.

Notifications​

If notifications are enabled in your workspace settings, subscribed users receive a reminder email when the day-ahead OCCTO plan for an area has not been submitted by 7:30am JST. Balancing groups covered by plan submission autopilot get no reminder, because autopilot submits their plans.

Tensor Cloud also sends notifications when a plan is submitted, accepted, or declined by OCCTO, and when a submission fails.

Automated submissions

Enable plan submission autopilot in your workspace settings to have Tensor Cloud submit plans for you ahead of OCCTO's deadlines.
